As the Chairman of the Parliamentary Staff Association of Nigeria (PASAN), Delta State Council, his achievements within a short period are not only tangible but also a testament to a man who walks the talk. He has impacted the lives of many in Delta State with his uprightness and dedication to transformative service.
Elected as PASAN Chairman on October 28, 2024, Cmrd. Appah, a Level 13 officer of the Delta State House of Assembly, wasted no time in making a significant impact—particularly in staff welfare.
When asked about the challenges faced so far, he acknowledged that expectations are high. “To whom much is given, much is expected,” he said, recognizing that constant demands for improved welfare are inevitable. While many may not fully grasp the intricacies of administrative constraints, Cmrd. Appah remains committed to transparency and advocacy.
He commended the support from the Assembly leadership, including the Speaker and Members of the House, as well as the Clerk and management staff—emphasizing the spirit of collaboration that has driven his success.
HIS 100 DAYS ACHIEVEMENTS IN OFFICE.
As part of his administration’s early strides, Comrade Appah has delivered exceptional results within the first 100 days in office:
1. Review and Increase of Christmas Bonus:
After over a decade of stagnation, PASAN under Cmrd. Appah’s leadership successfully pushed for a long-overdue review and increase of the Christmas Bonus, reaffirming the administration’s dedication to staff welfare.
2. Timely Payment of Christmas Bonus:
For the first time in nearly fifteen years, the Christmas Bonus was paid promptly—on December 17th. This was a morale-boosting gesture that allowed staff to enjoy a more meaningful festive season.
3. Unprecedented Generosity from the Honorable Speaker:
In an extraordinary show of support, the Honorable Speaker donated three cows to PASAN members—an act that had never occurred in the Assembly’s history. This remarkable gesture strengthened unity and morale.
4. Upgrades to the Administrative Building:
Responding to demands for a more comfortable workspace, the administrative building received a fresh coat of paint and a complete upgrade to its central air conditioning system, greatly improving the work environment.
These achievements reflect a responsive and effective administration that values action over promises. But Comr.. Appah is not resting on his laurels.
One of his proudest accomplishments is the resolution of the Consolidated Legislative Salary Structure (CONLESS), a matter that lingered unresolved in Delta State for fifteen years. Within just seven months of assuming office, CONLESS was approved under the administration of His Excellency Rt. Hon. (Elder) Sheriff F.O Oborevwori, Governor of Delta State. This singular achievement marks a significant leap forward in legislative staff welfare and wellbeing.
Looking ahead, Comr. Appah has hinted at further reforms and initiatives, including plans for permanent accommodation for the Delta State House of Assembly Service Commission, Condition and and Scheme of Service among other strategic improvements.
Comrade ‘Timi Richard Appah has proven to be an exemplary leader, focused, diligent, humble, and service-oriented.
